Former Permanent Representative of Turkey to the UN, Volkan Vural at Dogan Holding

After finishing high school at TED Ankara College, Mr. Volkan Vural graduated from the University of Ankara with a degree in Political Science, before joining the Turkish Ministry of Foreign Affairs in 1964. 

His first post was as Third Secretary in the Economic Affairs Department and, after military service, in the Department of Bilateral and Regional Economic Affairs. Mr. Vural then joined the Turkish Embassy in Seoul as Second and then First Secretary and in 1971 entered the Turkish Consulate in Munich as Consul and Deputy Consul General. 

In 1973 he became Head of the Department of International Economic Institutions at the Ministry of Foreign Affairs before being seconded to NATO’s Political Department as an international staff member in 1976. Back at the Ministry of Foreign Affairs, he became Director General for Bilateral Economic Affairs. 

He was then Turkish Ambassador to Teheran until 1988 and to Moscow until 1993. At this time, he returned to the Ministry of Foreign Affairs, becoming Ambassador, Deputy Under-Secretary and Spokesman. For two years he was then Chief Advisor to the Prime Minister. 

He was Turkish Ambassador in Bonn and Ambassador at the Permanent Representation of Turkey to the UN until 2000, when he took up his post of Secretary General for EU Affairs until 2003. Between 2003-2006 he was Turkish Ambassador to Spain. 

On 29 December 2006, Mr. Vural retired from his post at the Ministry of Foreign Affairs. As of 12 March 2007, he is the Counselor to Chairman at Dogan Holding.
